The runtime library is required for when someone gives you a standalone executable for a program they wrote in MATLAB r2019b. It is not a full version of MATLAB with a user interface. Have you tried to run the standalone program that someone gave you? If so, it should run provided they wrote their program correctly, like with error handlers, handling paths and file names correctly, and used MATLAB r2019b. The version of the run-time library you use must be matched to the version that the programmer used when they compiled their MATLAB code into a standalone executable. What is the name of the standalone program you are running? Have you run it from a console window, or did you just double-click on its icon? Can the programmer run it (meaning the standalone executable, not the m-file) on their system? They can install the run-time library even though they have the full MATLAB development environment program.
