Why my Regression Plot looks like scramble?

I have INP20k = 6x19898 input data and TAR20k = 12x19898 target data.
I'm using feedforwardnet, transferfunction of traincgp, a layer size of 10 neurons with tansig fucntion, output layer has logsig function, rest other network fucntions are set to default.
Why Regression plot looks like scrambled and doesnt fit along the diagonal even though regression percentage is above 90%?
Help me to resolve the problem.
