I cannot imagine what a [8x3x3] means. Do you want 24 bins and each bin is a [1 x 3] vector?
What have you tried so far to solve your problem?
Is "kindly give me" a question or a command?

you can use rgb2hsv (or not, if you already in hsv), and choose the number of colors (N=8?).
imhist() for the histogram..

Get hsv image
hsv = rgb2hsv(rgbImage);
Now use imquantize(), and you're done. I think you can do that part yourself.

Yes, I did. I noticed that Elad seems to be deep diving the archive for some reason - he's replied to several really old questions. I know Nishant is long gone, but I just answered in case anyone else brings this up via a search. Sometimes the 8,3,3 or 5,3,3 means the number of bits rather than the number of ranges.
