I have two inputs i.e.,speed and super heat and one output i.e.,step position. i have set of data for both inputs and output. here my problem is i want to write a state space model or transfer function for given get of inputs and output data.

You can get a transfer function or a state-space realiseation. You have to choose the ‘correct’ number of poles (and zeros) in your system (the minreal function can help you refine it).
If you choose a s-space (continuous) transfer function realisation, you can probably express the transfer function as a differential equation in the Laplace domain that you can invert to create the solution of the differential equation. I never tried this, so you will have to experiment with it.
