I understand from a previous question I can run Matlab via an NNU license with the concurrent toolboxes. At what version of Matlab was this capability enabled?

The licensing is independent of MATLAB release. You must be able to use NNU license in any release.

Licensing implementation has varied over releases, and some of the newer license types have required upgrading license managers, which has in turn been a problem because some of the older MATLAB releases have not been able to talk to newer FlexLM.
Student version licenses especially used to be handled by passcodes rather than license files.
I have seen a grown sysadmin reduced to tears by flexlm. (Okay, it was me. And I went downstairs and bought a chocolate bar to sooth myself. And I needed more chocolate bars every time a flexlm-controlled product that we were using received an upgrade.)
