Obtain the reverse biorthogonal reconstruction and decomposition scaling filters for the 'rbio3.1'
wavelet. The 'rbio3.1'
wavelet has three vanishing moments for the decomposition (analysis) wavelet and one vanishing moment for the reconstruction (synthesis) wavelet.
