In R2019a, there is an issue which occurs when using Login Named User, the Support Package installer, the MATLAB installer, or the MATLAB update installer.

This will be fixed in R2019a Update 2. As of now, the workaround is to install the Microsoft Visual C++ Redistributable 2010, and then restarting your computer after installation.
