It is not part of MATLAB itself. It is at https://www.mathworks.com/matlabcentral/fileexchange/52434-power_pvarray_grid_det
You could probably install it using the Add-On Explorer; https://www.mathworks.com/help/matlab/matlab_env/get-add-ons.html
