I have the problem for discrete values of decision variables, a real coded genetic algorithm or a Binary coded genetic algorithm is good ?

It depends on what you are calculating.

For the purposes of particle swarm algorithms, a population is a collection of particles, each of which has a vector of values of decision variables, along with velocities, and typically also information about the "cost" of that vector, and perhaps also information about which generation the particle was created in. For genetic algorithms a population is similar but would not have a "velocity" for each entry.
