Image quality enhancment of a poor quality image.

It is necessary to recognise the number plate of the above image taken with poor quality camera. Can someone tech me how to do it and what sort of steps and tools shold be used.

You can't do it if the image is as bad as that. You can try deconvblind or deconvlucy or similar things but if the info is not there, it can't help.
