What version of FlexNet License Manager is necessary ro run MATLAB R2022a

If someone else paid for your license then contact them to get the license code. If you paid for your license then contact Mathworks Support for installation assistance. If no one has paid for a licence then someone will have to pay for it before you can use MATLAB.

You can download License Manager binaries from here. As of R2022a, FlexNet 11.18.1 is used.

No, 11.16 will not work.
Mathworks updates flexera releases under two conditions:
  • security fixes; Or
  • access to new Features
When the existing Flexera is working, Mathworks does not bother to update requirements.
The third-level upgrades such as 11.16.1 to 11.16.2 do not always include Feature updates, so a change in the third component would potentially be compatible.
However, changes in the second component, 11.16 to 11.17 always include changes to Features. MATLAB needed a Feature update a couple of releases ago. 11.16 to 11.18 compatibility is not going to be possible.
Even in the case where your particular licenses do not need changes to Features, MATLAB will insist on the new version, to prevent the possibility of failures that depend on the exact flow (which toolboxes get invoked.)
