How can I convert .mat file to .shp file?

Hi guys, I have a problem with how to convert .mat to .shp file. There are some lat , lon and wind speed data in mat file, I guess that if I could convert it to a .shp file I will appear these data in Google Earth.

Do you know how to create a shp file in the first place? Did you Google it?
