Launch standalone constraint manager

Simulink.ConstraintManager.open
Description
Simulink.ConstraintManager.open launches the standalone Constraint
Manager. The standalone Constraint Manager allows you to author and manage shared constraints
independently without a block context. The constraint definition is saved in an XML file and
reused across multiple block masks.
Associating constraints to a parameter or a port is not supported from the standalone Constraint Manager. It must be done at the individual block level using the Mask Editor.
