Channel normalization for BER comparison

Hi every body,

I want to compare the BER performance of the OFDM system over different multipath channels (h). My question is how do we normalize the channel impulse response to have a fair comparison. Do we normalize to the total power so the sum of elements of h is equal to 1 or we should normalize to the strongest path so there is one path with 0dB gain and other paths have less gains. In the first case the channel with more multipaths performs worse since the total power (sum(abs(h).^2)) in such channels are larger so the normalization attenuates the paths significantly.
